How large is public procurement across OECD economies?
OECD Government at a Glance 2025 reports procurement expenditure at 12.7% of GDP across the OECD in 2023.
That is a historical, defined statistical measure, rather than a live count of tenders.
For commercial planning, retain the reference year, coverage and methodology alongside the number.
Then narrow the opportunity to the countries, categories, contract sizes and routes your business can actually serve before estimating attainable revenue.

Is public procurement really a €2.6 trillion EU market?
The European Commission's procurement overview currently describes annual EU purchasing at approximately €2.6 trillion, or 15% of GDP.
Treat this as the Commission's headline estimate: the page does not make it a fully measured 2026 total.
It includes far more spending than the contracts one supplier can contest.
A useful market assessment separately identifies advertised opportunities, accessible frameworks, relevant buyers and the share that fits your delivery capabilities.

How is procurement as a share of GDP different from its share of government spending?
They use different denominators. OECD's 2023 figures are 12.7% of GDP and 29.9% of total government expenditure.
Those percentages are compatible; they do not describe two competing estimates of the same ratio.
When comparing markets, keep the numerator, denominator, year and country coverage together.
A dashboard should label each series explicitly so that a government-spending percentage is never plotted as though it were a GDP percentage.

Can an EU procurement headline be compared directly with an OECD headline?
Only after checking definitions and coverage.
An EU headline and an OECD estimate may cover different countries, years, institutions and spending categories.
They may also use different denominators or estimation methods.
Record these differences before interpreting a gap as market growth or underperformance.
For a supplier deciding where to enter, comparable sector-level contract data will usually be more actionable than a ranking constructed from incompatible national headline figures.

Does the number of TED notices equal the number of available contracts?
No. TED covers multiple stages, including planning, competition and results, so a notice count can include several records relating to one procurement.
Some notices also contain multiple lots.
Build a data model that links procedure, notice, lot and award identifiers before counting opportunities.
Otherwise, a market report can overstate pipeline size by adding amendments, award notices and original invitations as though each were a new sale.

Why should market analysis separate contract count from contract value?
A supplier segment can win many small contracts while receiving a much smaller share of spending.
Contract count answers how often suppliers win; value answers how much purchasing those wins represent.
Report both where reliable data allow, and identify whether lots or whole procedures are counted.
Neither measure alone establishes how profitable the market is, because delivery cost, bid effort, cancellations and actual purchasing still affect commercial outcomes.

What did the Commission's 2025 procurement evaluation imply for suppliers?
The official summary identified continuing complexity, limited direct cross-border participation and mixed competition.
A practical inference is that a large advertised market still requires strong qualification, local understanding and evidence management.
The evaluation does not prove that every tender is less competitive or that foreign bidders cannot succeed.
Use its findings to investigate specific barriers in your target sector rather than treating an EU-wide conclusion as a forecast for each opportunity.

Can single-bidder statistics prove that a tender was corrupt?
No. A single bid is a signal worth investigating, not proof of wrongdoing.
A specialist requirement, short market supply, unattractive terms or a poorly designed competition might also explain it.
Compare the procurement documents, buyer history and relevant supplier market before drawing conclusions.
Keep an evidence log and describe observed facts precisely; accusations should not be generated automatically from one indicator in a tender-intelligence dashboard.

How should a tender website present market-size estimates responsibly?
Display the source, reference period, currency, geography, measurement basis and whether the figure is an estimate.
Keep the retrieval date separate from the period measured.
Explain material exclusions, such as private procurement or notices that are not open competitions.
Where two official pages contain different headline estimates, retain their contexts and avoid silently choosing the larger figure to make a market appear more attractive.
