Separate what is already strong from what can still legitimately change—and what cannot honestly be promised in time.

Five controlled states

Classify the condition before proposing the remedy.

A persuasive answer cannot turn a missing mandatory condition into a present capability. The state determines what may legitimately happen next.

    A genuine improvement can be implemented and evidenced before the deadline.

    Achieve before award

    The procurement expressly permits completion at a later time gate.

    An approved consortium member or subcontractor may lawfully provide it.

    Not addressable in time

    The condition cannot be met honestly or lawfully within the procedure.

Classification questions

Test the requirement, entity, date and proof.

The same capability can occupy different states in different procurements. The source and deadline—not enthusiasm—set the boundary.

What exact published requirement or evaluated expectation is being tested?

A certification condition

Assume a procurement asks the prime contractor to hold a named certification at submission. The bidder does not hold it. The team must inspect the exact clause, entity requirement, deadline and any reliance rule.

  • If the required entity already holds a current in-scope certificate, the state may be Strong now once independently validated.
  • If the clause permits completion before award and the timetable is credible, it may be Achieve before award—never “already certified”.
  • If reliance on an approved delivery partner is expressly allowed and the arrangement is secured, Provide through a partner may be available.
  • If the prime must hold it at submission and cannot, the condition is Not addressable in time; writing does not cure it.

What the state changes

The classification feeds qualification, the Requirement-to-Remedy Matrix, the critical path, partner/specialist work, commercial assumptions, client authority and the answer’s permitted wording. A state must be revisited if an amendment, failed action, new source or changed deadline alters the condition.

Decision output

Record the reason, not just the label.

Every applied state should carry its source, verifier, decision date, owner, next action, deadline, evidence and assumption. Without that trail, a coloured status can hide more than it reveals.

  • Requirement and source location.
  • Required entity and time gate.
  • Current position and proof.
  • Permitted remedy or constraint.
  • Owner, authority and deadline.
