Do not treat every network as the same service

Regulatory role and procurement route are separate questions
Public evidence The Telecommunications Security Act, security regulations and revised Code address public telecoms providers within defined scope. Ofcom's General Conditions apply to providers of relevant networks or services. Public evidence Ofcom expects providers to identify and support customers whose circumstances make them vulnerable during digital-landline migration. Migrate in waves with a proven fallback
Public evidence Government states that the telecoms industry plans to retire the PSTN by January 2027.
