Public evidence New covered procurements in England, Wales and Northern Ireland generally operate under the Procurement Act 2023 and Procurement Regulations 2024, subject to scope and transition checks. Emergency preparedness also sits within the Civil Contingencies Act framework. Cabinet Office guidance distinguishes Category 1 responders, which include the principal emergency services, from Category 2 co-operating bodies and explains duties including risk assessment, planning, continuity, warning, informing, co-operation and information sharing. Who buys and how opportunities reach the market

Public evidence Buying organisations include police and crime governance bodies, police forces, fire and rescue authorities, ambulance trusts, the Home Office and collaborative control-room or technology programmes. Opportunities can appear as pipelines, preliminary market engagement, open or competitive flexible procedures, frameworks, dynamic-market competitions, call-offs and awards. Where we would start first Start pursuit control before the tender whenever a lawful engagement route exists. Record the contracting authority, participating services, geographic coverage, commercial tool, lot, security boundary, portal, engagement conditions and decision timetable. A supplier should not infer that eligibility for one framework or one service gives access to every blue-light body, nor that comments made during preliminary market engagement will become the final requirement. Different operational problems create different bids

A control-room platform is governed by integration, latency, availability and operator workflow; a maintained station asset depends on attendance, spares and safe access; a personal-safety device adds monitoring, escalation and user adoption. Where we would start first Define the operational unit before drafting: incident, call, user, appliance, vehicle, station, control room, device, shift or service area. Map the failure consequence attached to that unit and then identify the controls, resources and records that prevent or contain it. This creates a contract-specific evidence architecture instead of a catalogue of corporate policies that may be valid but unrelated to live response. [ 004, 005, 011, 015 ]

How an emergency-services solution becomes evaluable

Public evidence Published records demonstrate that route and evaluation design differ. The Thames Valley Fire Control Service notice uses a staged competitive flexible procedure and requires evidence relevant to resilience, security, interoperability and performance. The Suffolk personal-safety-device tender stated a quality and cost split, while the ambulance-estate tender published a different commercial and technical weighting. Those examples describe their own procurements and are not reusable scoring formulas. [ 011, 014, 015 ]

Evidence-linked insight · What this changes Evaluators need to distinguish a deliverable method from an aspiration. A stronger response connects each requirement to a scenario, accountable role, asset or system, timing, dependency, control, exception route and record. It also explains what happens when demand, infrastructure or a partner departs from plan. Claims about reliability should resolve to test evidence and service design, not adjectives such as robust, seamless or proven. [ 005, 011, 012 ]

Stakeholders see different dimensions of the same risk

What must already be true before bidding

Depending on the requirement, the supplier may need an eligible legal entity, financial standing, relevant technical capability, authorised products, appropriately vetted or competent personnel, demonstrable integration capacity, insurances and access to the required portal or commercial vehicle. Where we would start first Run a hard-barrier review before investing in narrative. Identify each condition of participation, required standard, pass/fail response, submission instruction, test gate and dependency on another entity. Record whether evidence is held now, can lawfully be obtained before the stated point, can be relied upon through a permitted partner or remains a stop condition. Interoperability is operational behaviour as well as technology

Public evidence JESIP Joint Doctrine version 3.1 provides a common framework for joint working, including principles for joint working, M/ETHANE and the Joint Decision Model. A June 2026 call for evidence is informing a planned doctrine revision, but it does not itself replace the current edition. Cabinet Office response-and-recovery guidance likewise promotes shared multi-agency understanding, roles and terminology. [ 005, 009, 010 ]

Evidence-linked insight · What this changes A bidder should treat interoperability as a set of testable interfaces: people use shared concepts; systems exchange the right data; organisations retain clear authority; and degraded modes still support safe decisions. Integration diagrams alone cannot show that information will be understood or acted upon. Resilience, continuity and degraded operation

Public evidence The Civil Contingencies framework and its guidance address risk assessment, emergency planning, business continuity, public communication, co-operation and information sharing. The 2026 National Risk Register describes a broad and changing risk landscape, while the Resilience Action Plan sets a strategic approach to assessing resilience, enabling wider participation and strengthening the public-sector system. These documents guide context; the authority's own risk assessment remains decisive for a contract. [ 003, 004, 006, 007 ]

Where we would start first Show normal, stressed and degraded operating modes. Define recovery priorities, alternative communications, manual workarounds, backup power or hosting dependencies where relevant, decision authority, data reconciliation and return-to-normal tests. Align recovery objectives with the actual service impact and evidence that the people, facilities, suppliers and tooling needed for a fallback are available. A copied continuity plan with no contract-specific exercise is weak assurance. [ 004, 005, 006, 012, 015 ]

Security and information handling

Evidence-linked insight · What this changes Emergency-services contracts can involve operational, staff, caller, patient, incident, location or infrastructure information. Security exposure depends on the service and data flow, not the sector label alone. A communications device, command platform and door-maintenance contract require very different control sets. Requirements may also be held in controlled tender documents, so bidders should avoid transferring sensitive material into uncontrolled drafting tools or public evidence repositories. Where we would start first Create a data and security schedule that names information classes, systems, interfaces, locations, users, privileges, logs, retention, incident routes, recovery responsibilities and subcontractor flow-down. Map each tender requirement to existing evidence and expose gaps early. When the buyer requests certification or a specific control, confirm its scope and legal-entity coverage; do not imply that one badge assures every operational risk. [ 001, 011, 012 ]

Evidence buyers can inspect

Relevance matters more than volume. Evidence from another product, geography or delivery entity needs an explicit explanation of what transfers and what must still be demonstrated for the proposed solution. [ 005, 009, 011, 012, 015 ]

Where we would start first Use an evidence register with requirement, claim, source, owner, date, scope, limitation and approval state. For performance claims, preserve the denominator, observation period, exclusions and underlying record. For demonstrations, state the scenario and acceptance criteria before the event. If the supplier lacks evidence, replace the unsupported claim with a bounded validation plan only where the procurement allows future proof. [ 011, 012, 014 ]

Commercial models must fund readiness

A framework may carry uncertain demand across several organisations, while a control-room service can require long-horizon support and an ambulance-estate contract may combine planned and reactive work. Underpricing standby capacity, integration, obsolescence or out-of-hours response transfers risk into performance after award. [ 011, 013, 014, 015 ]

Where we would start first Reconcile the operating model to the price line by line. Record volumes, locations, response assumptions, severity definitions, resource cover, spares, travel, indexation, third-party charges, service credits, transition, refresh and exit. Model credible stress cases such as simultaneous incidents, supplier outage or accelerated deployment. Qualification notes should be used only where permitted and must not contradict the specification or shift an obligation the bidder has accepted. [ 011, 012, 015 ]

Mobilisation without weakening live response

Evidence-linked insight · What this changes Transitions can involve incumbent knowledge, operational data, interfaces, facilities, devices, security onboarding, user training, parallel running, site access and acceptance testing. Emergency operations continue while these activities occur. A date-only mobilisation chart conceals the hard question: which authority accepts that the new arrangement is safe to carry live demand, and what evidence informs that decision? Where we would start first Structure mobilisation around acceptance states rather than elapsed weeks. Each state should have an owner, input, dependency, test, evidence, authority sign-off and fallback. Show how incidents during transition are handled, how old and new records are reconciled and how users are supported after go-live. Protect operationally significant changes with rehearsals, change control and a rollback or containment route appropriate to the service. [ 005, 009, 011, 013 ]

Consortium and supply-chain routes

Evidence-linked insight · What this changes A delivery chain may combine equipment manufacturers, network or hosting providers, installers, maintainers, specialist trainers and local response coverage. That can extend capability, but it also creates operational seams. The contracting authority needs clarity about which entity carries each obligation, how information and incidents cross the chain and whether upstream warranties, support periods and change rights match the prime contract. Where we would start first Choose partners against a named gap, then secure the arrangement before relying on it. Map responsibility, geography, capacity, evidence ownership, commercial terms, data access, security flow-down, service levels, escalation, substitution, continuity and exit. Test multi-party incidents in the governance design. An attractive partner logo, distributor letter or informal understanding does not by itself prove that the proposed supply chain can meet a response obligation. [ 001, 012, 013 ]

Community, accessibility and social value

Public evidence Government resilience material recognises roles beyond the emergency services, including businesses, communities and voluntary organisations. The 2026 Civil Contingencies Act call for views discusses partnership working and is gathering evidence rather than changing the law. Emergency planning guidance also addresses warning and informing the public. Where we would start first When relevant to the contract, test whether interfaces, communications, training and deployment work for people with different access needs, languages, digital access and levels of vulnerability. Build social-value commitments from the delivery model: local capability, skills, responsible employment, resilient supply chains or environmental reduction should have a baseline, additional activity, named owner, cost and measure. Performance control after award

Availability alone can hide delayed incidents, unusable workflows, failed interfaces or repeated manual recovery. Measures may need to cover response, restoration, accuracy, completion, first-time resolution, device or asset readiness, training, defect recurrence, security events and user impact. Where we would start first Define every proposed measure with event, clock, denominator, exclusions, source, validation, reporting frequency, owner and consequence.
