Public evidence GovS 005 expects government digital activity to align with policy outcomes, build around user needs and business outcomes, use multidisciplinary teams and actively reduce legacy technology. Discovery can invalidate assumptions, benefits require approval, and release may depend on policy or operational change. Where we would start first Build a decision roadmap with hypotheses, research, artefacts, acceptance authority and stop criteria for each stage. Current buyer notices ask for strategy and hands-on delivery, process improvement, customer experience, self-service, workforce optimisation and legacy integration in the same commercial arrangements. Reduce risk while changing the service

Public evidence The Technology Code makes security, privacy, integration, accessibility and sustainability design criteria. GovS 005 requires services to reduce outdated technology, and accessibility guidance requires WCAG 2.2 AA for in-scope public websites and apps while preserving reasonable adjustments and statements.
